How to Register

Registration is open until 5:00 pm 20 days before an election. Wisconsin requires 28 days to establish residency at a new address. Temporary absence does not affect residency. Time spent away from your residence still counts toward the 28 day residency requirement as long as you intend to return. When registering, you must present Proof of Residence, a document showing your current name at your current address. You cannot register to vote at a post office box. Who is eligible to vote?

Every US citizen age 18 or older who has resided in the city or ward for 28 days before any election. If a person moves within this state later than 28 days before an election, they shall vote at his/her previous election district or ward. If a person is convicted of treason, a felony or bribery, they are not allowed to vote unless his/her civil rights are restored.

Registration by mail must be completed 20 days before an election. You are also required to submit a copy of acceptable proof of residence along with your application. Acceptable forms include:

  • A current and valid Wisconsin driver license or Wisconsin state identification card.

  • Any other official identification card or license issued by a Wisconsin governmental body or unit.

  • Any identification card issued by an employer in the normal course of business and bearing a photo of the card holder, but not including a business card.

  • A real estate tax bill or receipt for the current year or the year preceding the date of the election.

  • A university, college, or technical college identification card (must include photo) ONLY if the voter provides a fee receipt dated within the last 9 months or the institution provides a certified housing list to the municipal clerk.

  • A gas, electric, or telephone service statement (utility bill) for the period commencing no earlier than 90 days before Election Day.

  • Bank statement.

  • Paycheck.

  • A check or other document issued by a unit of government.

  • An affidavit on public or private social service agency letterhead identifying a homeless voter and describing the individual’s residence for voting purposes.

**All of these options also are acceptable via electronic form.

Register in Person: 

Eligible voters can register in person at the City Clerk's office between 8:00am and 4:00pm Monday - Friday (Except on Holidays) and not on the day before any Election.

Register at your polling location on election day:

Eligible voters can register at their polling location on election day. You must bring proof that you have lived at your present location for 28 days preceding the election. The elector must provide proof of residence giving his or her complete name and address. Acceptable forms of proof of residence include:

  • A current and valid Wisconsin driver license or Wisconsin state identification card.

  • Any other official identification card or license issued by a Wisconsin governmental body or unit.

  • Any identification card issued by an employer in the normal course of business and bearing a photo of the card holder, but not including a business card.

  • A real estate tax bill or receipt for the current year or the year preceding the date of the election.

  • A university, college, or technical college identification card (must include photo) ONLY if the voter provides a fee receipt dated within the last 9 months or the institution provides a certified housing list to the municipal clerk.

  • A gas, electric, or telephone service statement (utility bill) for the period commencing no earlier than 90 days before Election Day.

  • Bank statement.

  • Paycheck.

  • A check or other document issued by a unit of government. (For example: Vehicle Registration, Vehicle Title, Social Security Information, etc.)

  • An affidavit on public or private social service agency letterhead identifying a homeless voter and describing the individual’s residence for voting purposes.

  • Residential lease that is effective on date of registration. (Not valid if registering by mail.)

Military Voters

Members of the military are not required to register to vote, but must complete forms to vote absentee. Military and overseas voters  may download their absentee ballots online. Learn more about how to vote absentee.

Overseas Voters

Voters who have moved overseas with no intent to return to live in the United States may continue voting for federal offices from their last Wisconsin address. These voters may register and request absentee ballots using the Federal Postcard Application. Voters who are permanently living overseas do not need to send proof of residence with their voter registration.

Homeless Voters

Homeless voters PDF who do not have a traditional street address may register to vote using the map on the registration form to indicate a location they return to on a regular basis. They may use a letter PDF from a social service agency (public or private) as proof of residence.

Felony Convictions

An individual convicted of a felony may register to vote after completing the terms of the felony sentence, including probation or parole.

Register during Closed Registration

Once registration closes at 5:00 pm 20 days before an election, you may only register to vote in the City Clerk’s Office by appointment (during absentee voting hours) with proof of address, until the close of absentee voting the Friday before the election.

Registering prior to Election Day is highly recommended to avoid long lines. However, it is possible to register at the polls on Election Day.

Confidential Voter Registration

Eligibility

Voters affected by domestic abuse, sexual assault, or stalking may register as confidential voters.

Confidentiality

The names and addresses of confidential voters are not included in voter lists released by the state.

The names and addresses of confidential voters are not included in the alphabetical listing of voters on the poll book. Confidential voter names and unique identifying numbers are listed in the back of the poll book, on a page that is not open to public inspection.

When voting at the polls or voting absentee in the Clerk’s Office, confidential voters do not state a name and address. Instead, they present a confidential voter card from the Clerk’s Office. Confidential voters are exempt from showing voter ID.

Registering

Confidential voter registration is only available in the office of your municipal clerk. City of Stoughton residents may register confidentially in the City Clerk’s Office, located at 207 S. Forrest St, Stoughton by appointment. If the voter who is requesting a confidential listing is not already registered to vote, the voter will need to show proof of residence.

Required Documentation

Voters registering confidentially must submit a request in writing (the Confidential Voter Registration form PDF may be used) and present one of the following documents:

  • Restraining order or injunction currently in effect

  • Affidavit from Chief of Police, Sheriff, or District Attorney dated within last 30 days

  • Signed statement from the operator or agent of a shelter, dated within last 30 days, indicating that the voter resides in the shelter

  • Statement signed by a representative of a service provider for survivors of domestic abuse or sexual assault, indicating that the voter received services from that provider within 24 months of the date on the statement

  • Proof of participation in the Wisconsin Department of Justice's Safe at Home address confidentiality program
